This is an overview of the Philadelphia Street Census Policy and Procedures. The Street Count is conducted quarterly by Project H.O.M.E.

PURPOSE: To better understand the number of street homeless individuals in our city throughout various weather conditions. The census allows the OCC to assess the areas needed to be checked more often, if there is a need to increase specific services, and it can help shape future programs and policies.
