Another program from the 1260 Housing Development Corporation, a nonprofit corporation, the Hopin IV Shelter Plus Care facilities provide 20 units of permanent, independent housing. These units are for homeless people recovering from chronic substance abuse, with special attention to gay, lesbian, and transgender people. Referrals come from the Coordinating Office of Drug and Alcohol Abuse Programs, drug and alcohol rehab programs, and transitional housing shelters, like Horizon House.
Housing units in Hopin IV are scattered throughout Philadelphia and are single-bedroom units. Hopin IV is a Sponsor-based Rental Assistance program, so residents live in facilities owned or leased by 1260 HDC. Housing is inspected every year to make sure it is up to code. Residents contribute 30% of their income to rent, although this can be reduced if a resident’s income increases above certain levels.
Hopin IV focuses on helping residents deal with their substance abuse problems and places them in communities supportive of GLBT people. Upon entering Hopin IV an initial service plan is drawn up to address residents’ particular needs. This plan is reviewed every quarter. 1260 will ensure that residents are drug or alcohol-free and that they seek appropriate treatment if necessary. Outside sources provide other services, which include volunteer outreach, case management, substance abuse treatment, HIV/AIDS medical diagnostic services, mental health supportive services, transportation, meals, and clothing. If additional, or different, services are needed 1260 can help arrange them.
